ELD Program Acronyms and Definitions

EL- English Learner. These students’ English language acquisition level in speaking, reading, writing and/ or understanding English impacts their ability to access the grade level academic curriculum.

ELD- English Language Development. This refers to the program that support ELs and enables them to access grade level academic content.

ELP- English Language Proficiency This refers to students language proficiency level as determined on the ACCESS test.

NEP- Non English Proficient. This is a government designation of students at the beginning level of language acquisition.

LEP- Limited English Proficient. This is a government designation of students at the intermediate level of language acquisition.

FEP-Fully English Proficient. This is a government designation of students who can access grade level content without additional support.

CLD- Culturally & Linguistically Diverse

PHLOTE-Primary Home Language Other Than English. A student, new to district, who has a Primary or Home Language Other Than English (PHLOTE), has never been served in a language instruction education program (i.e. ELA, ESL, Bilingual) and after initial screening and review of the body of evidence is determined to be proficient in English. No monitoring is needed, no services are offered, and they are not put into ELD in any way.

Sheltered Instruction This program of instruction uses a variety of scaffolds and supports to make grade level content accessible to ELs. Sheltered courses are often co-taught by content and ELD specialists. Students in these specialized courses are generally all ELs at different levels of language acquisition.

WIDA A non-profit consortium made up of 39 US states and territories and over 300 international schools. WIDA provides ELD standards, assessments, research and professional development.

ACCESS WIDA’s annual language proficiency test given to all ELs. Tests ELs in academic listening, speaking, reading, and writing.
