CORA Requests

What is CORA?

The Colorado Open Records Act (CORA) is a series of laws designed to allow the public access to the records of government agencies at all levels in Colorado, including school districts. Most records are public and open for inspection. Two notable exceptions are student records and portions of personnel files. To learn more about CORA, please view the Colorado Attorney General's FAQ.

For student records, please contact your child's school. The confidentiality of academic records are protected by the Family Educational Rights to Privacy Act (FERPA) and are not subject to CORA.

How can I make a CORA request?
The process for requesting records is included in School Board Policies KDB and KDB-R

Please click here to submit your request using a Google Form

Please be as specific as possible about the information you are seeking to help ensure that we are able to respond to your request accurately and in the time required by law.

The Open Records Act only makes existing written information within the government available to the public. It does not require an agency or other government organization involved to create new records to respond to a request. It also does not require the government to manipulate or analyze information to respond to a request. There will be a fee associated with fulfilling requests to cover the costs of redaction of confidential information, or for requests involving extensive digital or electronic data. You will be notified in advance of any fees and must pay in advance.

Requests that are not received through this form may not be considered as received by the Garfield Re-2 School District.

How much does it cost to make a CORA request?
The request is free, but you can be charged if it takes district staff longer than one hour to compile the information you have requested, and/or if there are multiple copies that need to be made to fulfill a request. Charges and other information is available in School Board Policy KDB-R

Where should I send a CORA request?
If you are seeking items that can be obtained by the public through CORA, such as salary information, certain emails and documents, and recordings, please use the online form to submit your request. Requests can also be mailed to the Garfield Re-2 School District at 839 Whiteriver Ave. Rifle, CO 81650. Mailed requests must specify that they are CORA requests.

Please remember that there are items that are NOT open to public inspection through CORA, including:
* Student records (see how to request those below)
* Personnel File information
* Directory information, such as student or staff addresses or cell phone numbers
* Items exempt by HIPAA or FERPA
