The professional staff shall be encouraged to seek improvement of the educational program of the schools through all appropriate means including carefully designed pilot programs to determine the feasibility of long-term implementation of a program in a specific school or the entire district.

Pilot programs shall be identified as such in the initial submission stage of curriculum development and shall follow a format of implementation and evaluation outlined specifically for that program.  Failure to demonstrate success in evaluation shall result in immediate discontinuance of the pilot project.

The superintendent shall submit to the Board a status report and evaluation of all experimental programs or pilot studies.

The responsibility for conducting the evaluation shall be vested in persons other than those who have designed or carried out the program.
